And you nailed it with this comment - we moved from Little Rock where the opportunity to go beyond GS13 pay grade were limited to the DC area where the opportunities for more money and more interesting assignments were unlimited.

Used car inspections in Maryland are done by private garages and what passes/fails varies a LOT depending on where you go. You can then appeal to the state police division of vehicle inspections. My first attempt at registering/inspecting a 'modified' car (otherwise stock Miata with lowering springs) was a far bigger fiasco than it should have been.

Cars over 20 years old can be registered "Historic", which theoretically limits how the car can be used but those limitations are hardly enforced, at least here in southern Maryland. In town we have a Historic-tagged EG Civic hatch that delivers pizza.

You'll probably have to find a place well off the beaten path if you want to avoid HOAs; they are rampant here especially in newer neighborhoods.

I know I'm late, but DC is my favorite city to visit, I just doubt I could ever afford to live there. For transport, the metro is your best friend.
