I have an old Toshiba laptop that I would like to use in the garage.  The original power supply has gone missing.  As long as I get the right plug and the correct input voltage from the label on the machine, will any universal power supply be ok to use?

Yeah if it's a 2-pin barrel jack then there's nothing special about it, anything that matches (and has at least equal current capacity) will work. Those with more than 2 pins start to get interesting...

You might check Amazon. I misplaced the charger for my Thinkpad. A new one from Amazon was $15.

I agree 100% with this statement.  Even with a 2-conductor connector, it might be a good idea to verify polarity.  And of course, voltage and current rating.
