I was thinking of setting something low range in my basement to practice Archery (live in the city). I am looking for something low cost and low power not sure if that exist for a crossbow. I have no plans of hunting but when the weather gets nice in the summer would like to shoot outdoors.

We have an archery range in my parents basement. It is awesome, and one of the reasons I'm looking for an unfinished basement when I grow up and buy a house.
First, we stood up a layer of pink Owens Corning insulation foam. They're probably about 2 inches thick. Then, we hung blue tarp up from the ceiling to the ground. Probably about 8-10 layers thick. Put the target in front of it (we like the blocks you get wherever), and shoot away. My brother, who is about 6'3" 280--former college offensive lineman--can shoot his recurve from about 15 yards and it might barely touch the pink foam. We're obviously using target tips as well.

50-60lb draw recurve or longbow.....if you ever step up to compound, you'll already be a better shot than those people.

My son has a 25 lb recurve which is plenty strong for target shooting. It's a takedown so we can switch out the limbs as he gets better/bigger.

I shoot a 60 lb Longbow that was hand made, then have a 75 lb compound as well. My wife shoots a 50 lb flat bow. I really like her flat bow but the draw length is to short for me.
Oh don't forget you can always do things the GRM way and build yourself a PVC bow.
