If you know the county/state in which your subject resides and is therefore more likely to commit crimes there, you can search the county or state's court web page.

IDK how it goes in GA, but MI state police will sell you the full criminal history of anybody as far as the state knows for $10.
Just type in your perp's full name and look for. .gov things.......most counties have their warrants listed.

Generally the system will not tell you about any warrants pending since Bubba wont turn himself in if he knows what is outstanding. You can get a criminal history of convictions. Even when I call the jail, I have to find someone I know to get any real info on outstanding warrants.
