WHEN IT'S RAINING TURN ON YOUR HEADLIGHTS!
Doing 75mph down the interstate is not the time to deploy your invisibility cloak.

Or when there is fog. That pisses me off worse than the rain.
I do blame this on modern vehicles with electroluminescent gauges. Makes you think the headlights are on.

I'll admit I've driven my Caravan without the lights on later than I'd like because the gauge lights tricked me.
And why is it always - ALWAYS - the idiots and morons in silver or grey cars who refuse to turn their lights on in the rain?
Ahhh, who am I kidding, half the idiots around here don't even turn their lights on when it's full berking night.

Ohio is that way too, Indiana doesn't
Thats a popular thing around here, usually popular on Toyotas because a lot of them do not have auto lights and their owners are too stunned/ignorant/stupid to figure out that their headlights aren't on. My favorite was a silver Tacoma last winter, in a blizzard, early in the morning with no lights on. Luckily my headlights picked him up before I introduced myself with my front bumper. berkeleying idiots!! The government should make automatic lights mandatory, forget about ABS and TC and crap, auto lights are a simple and cheap addition to any car. Either have them come on when you turn the key or put a sensor in.

I couldn't figure out how to spell it

I did because it's nicer than what the ex calls me.
I wish we would have rain, period (Tucson). I haven't driven in rain since last late summer. But the headlights stay on all the time.

Same law in MO. Primary offenders are cops.

this … but with DTDL, lots of folk think that they're ok …. and yes the folk coming towards them know they are there … but DTDL don't have the tail lights lit ….

^ This. I am one of those drivers that always has my lights on, no matter what the conditions, and they aren't automatic in my truck.
I do think people forget that just because the dash lights are on that their headlights aren't necessarily on also. But then, I think most people are barely giving their driving 20% of their attention anyway. So, when I see someone driving in poor visibility conditions without their lights on I have the opportunity to stay the hell away from them because chances are they are not paying attention.

And yet still there is a sizeable number of morons who don't turn them on. Didn't they used to have signs along the road saying "Wipers on, lights on," or did they take them down when they took down the "Slower traffic keep right" signs that these same morons ignored?
