Well there's your problem. I think Maryland requires all drivers to travel at or under the speed limit in the left lane. Those NC tags were probably MD transplants. The MD drivers creep up into PA and do that nonsense all the time.

Oh it's so true.
It's not usually too bad on weekdays, but maybe I just think that because I encounter it so much that I've gotten used to it. Weekends are terrible though.
