Looks like the carb was mounted inside the cowl to protect it from flying sand. No filter, maybe.
and you get that great intake sound.

Something to do with it running on propane I imagine. I can't imagine actually driving that thing.

I agree, you can see what looks like a gas regulator under the cowl in one of the photos.
I think the steering wheel needs to be replace with some ropes tied to the front axle to steer it.
That rear seat is going to ride like a bronking bull.
Also notice, other than no restraint for the rear seat there are no hand holds or foot holds. Maybe can hold to low rail on the sides but that's not going to be enough.
For humor, notice in the upper left part of the picture, someone in the family now needs the assistance of a motorized scooter. I wonder why?

I agree the seats don't look period. Pretty sure you're not getting rotationally molded HDPE seats then. The tires looked fishy too, but I think they're more likely than the seats.
