Heat pumps remove heat from the ambient air, thus they only work well down to 55-60 F.
Its what I use to heat my pool in Florida. I can heat a 25k gallon pool in 60 degree weather in 24hrs with a 5ton heat pump.

you want electric when the sun is down , and the wind is not blowing ......
Thats where gas is a plus , they are putting a big gas plant down in Long Beach Calif. that turns on much quicker than the old style gas plant ,
Also out by Palm Springs they are talking about building a lake up a mountain , pumping water up into the "lake" when they are producing too much electric , then when needed at night let the water "fall" and turn generators..... and then do it again and again.....

Interesting, but hardly new. The concept is known as "pumped storage." When I was a wee lad in NJ, I recall a similar project proposed for a beautiful glacial lake on the Kittatinny Ridge called Sunfish Pond. https://www.nytimes.com/1972/05/14/archives/the-ecologist-plea-save-sunfish-pond.html I can't recall if that project was related to the Tocks Island Dam controversy of about the same era. https://en.wikipedia.org/wiki/Tocks_Island_Dam_controversy Both projects were quashed (and rightly so) by environmentalists.

I don't think it's efficiency, I think it's about emissions. I'd never considered the amount of emissions that comes out of a naked natural gas flame, but I'll bet it's non-trivial. Interesting concept - but you'd never get my wife to give up her gas stove for an induction cooktop.
How will they heat their pools? Electric seems...expensive.
I read a few articles on it. Given the recent earthquake activity out there I think it is more about safety than emissions. They might have pushed the emissions agenda, but earthquakes and gas lines don't mix well.

That’s true, except they won’t be removing any gas lines. They need to remain to service existing customers.
I doubt the individual residential branch service lines break very often. They are flexible, and small diameter.
Main lines are a completely different issue. They will not be removed.
I live just outside Berkeley, maybe 3 miles north, for years now. It gets cold here in the winter (I'm originally from Idaho, so I know) and we use our gas fireplace a lot. Don't let the CA address fool you, the winters here do get cold. Almost no one has a pool here, it doesn't get hot enough except inland in Walnut Creek. Lots of microclimates here due to the ocean and hills.

The number of new units in Berkeley will be relatively few, as others have said. But I feel bad for the new places, I really prefer gas ovens and stoves to electric.
I don't this is about earthquakes as much as it is emissions. I get that emissions is a problem. Food and energy account for a lot more bad emissions than cars.

If it's gas, it would have to be biogas (methane from rotting organic matter on the surface).
Banning gas isn't a bad idea, even aside from the earthquake issues. Recently it's been found that methane leakage from NG infrastructure causes NG power's total contribution to the greenhouse effect to be just as bad as coal's. Biogas could suffer from the same problem if it were sent through pipes on a large scale. Renewables with storage is the cheapest form of power generation now, no point putting in more fossil power.
I think California should also be burning all their old dead trees in BECCS power plants before the next time they go up in an unscheduled collective combustion event.
