Probably a misprint on the liters,, a two rotor would be 1.3L

1 rotor = .65 2 rotor = 1.3 or 13B 3 rotor = 2.0 or 20B 4 rotor = 2.6 or 26B

Dry sump certainly could. Rotaries also lose a lot of their way-too-much heat through the oil cooler as well. I suspect any real race rotaries run monster oil coolers.
