Hmmm, it does seem like they are trying to make the cars as difficult to see as possible. Reminds me of the dazzle paint schemes:

I was thinking the same thing, maybe they're trying to make it harder for other drivers to judge the position and speed of the car to make passing more difficult.

I think it is just that whole-car wraps are still in their "desktop publishing" phase as an industry.
Too much going on - lose the digital camo background, and this would be MUCH better and more effective:

Agreed. They're busy because YOU CAN JUST DO SO MUCH STUFF!

This is how you make a car look way too busy. In real life, all you really see is that yellow nose on a mess of color. And that's without using a computer generated wrap.

Dazzle wasn't exactly camo, it was supposed to make it difficult to guess range, ship class and direction of travel, especially through a periscope. This probably overstates the effectiveness, but this is how it was supposed to work:
