My gut feeling given the angle of the tube is that it's a crankcase evacuation system. Notice that it apparently has SIX valve cover breathers. Seems to disappear under the carb, so maybe it could be carb heat or choke heat?
When you look at the Vauxhall bear in mind that it is powersliding and countersteering... Haven't driven one in anger but they looked to do quite well in their day.

Manx Rally is a fun watch because it's a tarmac rally with lots of grip, but so rough/jumpy that the teams would run gravel suspension. So they do a lot of bouncing and sliding and the cars really move around on the suspension.
