Got this today from my favorite structural engineer. Yes, you can put the jib out on the end of the main boom. The outriggers move in and out, the cable spools in and out, and all 6 wheels steer.

In WWII, pilots raiding Rabaul would lose ten pounds of body weight per sortie. The fighting started when the Japanese pilots would intercept an hour from the island and they would keep chase a little bit less than that after leaving the island, and the fortifications on the island were so crazy that AA fire would be shooting DOWN from the side of the mountain...
