Oddly enough, if you rotate the pic 40 or so degrees counterclockwise, everything still makes sense but with a lot less nope. The wall to the inside has a slope that makes more sense instead of having an overhang, which is probably a bad thing to build a road on...
Engineering projects like this fascinate me, because why would they want to build a road THERE in the first place? Where are they going that they can't shortcut around lower altitudes?

You don't even have to do that. Just lower it about 3 inches.
