If they’re about the same, you’ve got an inadequate identification system, if more expensive is significantly more prevalent, you’ve got fraud.

It's definitely fraud in an effort to sell bycatch. Lots of skate and ray being sold as squid and even scallop for example.

Hard to tell, they keep firing the federal officers who do the inspecting.
