not really, all the border controls I've seen so far allow for citizens at a minimum... and usually also 'permanent residents' to return... although there's usually a requirement that anyone who does repatriate to perform 14days of mandatory quarantine. I think there have been 5-10(?) repatriation flights out of where I am, over the last week.
Many expats have built a life where they are. Getting to the US is still possible, but if they come back here then getting back to the life they built elsewhere may be impossible. My sister lives and owns a business in Belgium. Her plan is to stay and continue to support her employees and keep the business functioning as long as possible.

This - keep in mind that most expats don't have health insurance and/or access to health care in their country of origin, whereas they would very likely in their current host country (especially in European countries with mandatory health insurance). This is not the time to quickly leg it back to another country as an expat.
As a former expat, heading "home" during crisis is the last thing I would do.
That WAS my home. I went there FOR crisis.
And right now, I'd much rather be there.
My friends and family at "home" would never understand that. Because they were never expats.
