Some years ago Texas passed a law that restricted the use by municipalities of ticket fine revenues to public safety expenditures (which would include police salaries) and limited the percentage revenue a municipality could get from fines. Anything over a certain percentage gets sent to the State, so after a certain point the municipality incurs the expense of issuing the tickets without the benefit of the revenue.
This has reduced the abuse considerably, but, of course, hasn't eliminated it.

where is the speed trap in Waynesville ? I drive "through" there often .. never had a problem, but I'm on the Interstate …..
It was years ago coming down the mountain on I-40 the speed limit dropped from 65 to 55 fo no good reason except generating revenue. When I showed up for (mandatory and 4 hours from home) traffic court it quickly became apparent that everyone there had suffered the same fate.
These all pale in comparison to Ludowici, Ga in the 60s. The Governor had a warning sign erected and placed state troopers there to protect it.

ok … that doesn't seem to be a problem anymore … or at least I haven't noticed the change of speed limit
