Pulled this out of the garage storage and can't remember how it goes, not 100% sure it was set up correctly previously either.
Google Fu is fruitless and only returns my previous ask elsewhere on the internet for help and someone replying with the same predicament.
Previous outreach to manufacturer went ignored, others posted the same experience.

Pulleys that are numbered together with a comma are double stacked, E.g. 4,5 and 6,7
Pulley 3 may or may not mount on the side shown
Leg press assembly (seat, press, cross bar that pulley 17 is attached to) can be flipped around to face the other way or mounted on the opposite side, do not know if orientation in pics is correct.
Attachment point for leg extension appears to be at 20,21 on the bolt outside.
