lemon juice or vinegar. Just not at the same time. 
My wifes clinic has a day spa side so we always have exotic soaps laying around. The one we have now is lavender vanilla rosemary, and I have to say that it really cuts through the petrolium-related smells.
For your hands, just wash them using toothpaste & a tiny bit of liquid soap. May have to do it a second time, but can be very effective !
Who doesn't have toothpaste ? (maybe if your teefs are all gone you are SOL on this one...)
Just cut back on the Taco Bell. 
Many years ago, I bought one of those hooded Mexican pot smoking sweatshirts, which I'm sure was manufactured out of old rags. The only thing that would remove the factory fresh oily stench was washing it in Ivory Snow. I was told that it is soap, rather than detergent and I guess that made a difference.
