I doubt it was the guy living right there , there are enough Security cameras that would have seen it.
A restaurant down the street used a lightweight chain to keep cars from parking in their lot at night , As far as I know there were no accidents .

I read a report that quoted Jay as saying the wire was across the entrance to a parking lot, not an alley.
As for the TV show, I never cared much for it anyway since it involved tiresome hijinks with various celebrities and the cars were sort of secondary. His YouTube channel is much better, it's just about the cars and bikes with no scripting.
