Meh, they've been doing the goat thing for 20ish years where I live (SF Bay Area). And a herd of goats seem to do what a reasonably motivated team of 4 humans would. Good for strategic areas such as where young people gather to hang out and smoke, but basically nothing compared the the 8 gazzilion fire prone acres in the state. The other thing that I've noticed is that some of them seem to eat the poison oak, but many do not. So there are situations where they eat all the competition for the poison oak, which just helps it take over.
Now the food thing is another matter. Goat is seriously underrated as meat goes.
I've seen those. You get closer, and you hear things....
...might not be a good match for a state that seems to want to stop all emissions....

I live about 10 miles from the 252,368 acre Francis Marion National Forest. They don't even gather it up. SCDNR has control burns every spring to reduce the debris on the ground and reduce the chance of an out of control wildfire. It does a good job. We still have wildfires, but they burn 100-200 acres instead of 100,000 acres.

Sounds about right. SC uses sound forest management, CA uses herds of goats. Makes perfect sense.

As someone who has a brother in the Florida Forestry service. It isn't that simple. Its a nice soundbite about why California is dumb, but it isnt that simple.
You can't really cut fire breaks on a mountainside, and without a good fire break its stupidly hard to do a controlled burn, especially when the winds start whipping up and down the mountains.
On that note, Texas is monumentally stupid about how they manage their fires
Very California solution until someone measures the methane output of goat farts. But it is a better use of goats than goat yoga.

The Andrew Pickens District of the Sumpter National Forest is in the mountains of SC. They do proscribed burns on about 10% of the forest every year. I will grant that the forests around here are wetter than they are out west, but it can be done in the mountains. The trick is to do it often enough to reduce the fuel that causes an out-of-control burn. The Sierra Nevadas may require annual burns instead of 10-year burns.

Controlled burns can easily become uncontrolled burns. Those of you who live in high-humidity areas might have trouble envisioning that. California is really vast, and there are a lot of areas where planned burns aren't practical - not the least of which is close to peoples homes. "We are just doing this for your good.... Oops, the wind just picked up. I think you'd better evacuate."
The Andrew Pickens forest is 85,000 acres. The Shasta Trinity Forest is 2.2 Million. Then there's Plumas, and Mendicino, and Inyo and Stanislaus, and....
As I mentioned before, the Goat thing is an efficient and picturesque way to address small swaths - particularly where you have problem areas like popular hangouts for teenagers, tourists and the like. But it's a drop in the bucket overall.

I've seriously suggested they should do that but burn it in a BECCS power plant so they also get some carbon-negative energy out of it.
