Can you install a microswitch on the parking brake? Whenever the parking brake (not service brake) is engaged, the circuit will be interrupted and the light will be off.
How about a buzzer that sounds if the cart ignition is on, but the engine isn't running. I recall a Cushman cart at a driving range that operated in a similar manner...
Solve the interference issue and just use the key?
I suspect a relay control side triggered by the key and the load side run straight off the battery would be just fine.

Not sure if you were thinking of it for the light or in place of the key...
But if the key was replaced with the timer then it would solve the problem and ensure they turned on the timer.

So why feed the light and the rotator separately? Why not power the motor off the same circuit or arrangement that the actual light is using?

I think what he means there is despite there being a freaking spinning light on top of the cart indicating they left the key on, they are still leaving the key on.
