I have a long walking stick I want to take with me on a plane.

Plan is to cut it up and reassemble it upon arrival. TSA allows it if each individual section is under a certain length.

My initial thought was to cut pieces to length, then drill the center sections to be able to screw them together...any idea what that's called? Is there a preferred technique?

Wouldn't it be easier to check it with baggage?  Stick it inside something long like a ski bag or an old golf club bag or something?

Or an appropriately sized piece of PVC pipe?

I agree. With the kerf of the blade used to cut it, it won't like up perfectly. Depending on the taper and shape, you'll end up with an unsightly ridge right there. 
But, if you're going to do that, use epoxy or titebond III wood glue on the inserts to keep them in. Titebond I is good, II is water resistant, III is water proof. If you get caught in the rain, you'll be glad you used III.

What's the max length?  I wouldn't do it if it needed to be more than three pieces.

I agree. 
 

Plus, a walking stick is usually irregular (not uniformly tapered). It would be very hard to make a jig to align the 2 halves properly when drilling into them for the threaded inserts (regardless of what type of insert is used).

It could be a bad joint when finished (and impossible to redo)

Find two old crooked cue sticks at a flea market and flip one opposite of the other one and hose clamp them together into one staff.

Have you considered mailing it to yourself?

Stick it in a cardboard tube, slap a label on it, and pick it up when you get there.

This. If you are headed to a hotel, you can still ship it, just call them in advance. Otherwise, use a UPS store or something like that.
