I read it about 40 years ago. I believe it was one of a series. Humanity had been kicked off Earth to the Moon by an alien race who were particularly fond of whales and didn't like humans killing them. The protagonist was female and there was a scene where they did a fireworks display for the lunar inhabitants in which all the flags of the former countries on Earth were displayed sequentially. I want to say it was written by David Brin or John Varley...

That actually sounds pretty close to the plot of Star Trek IV. I wonder if they stole that idea from the book you are looking for.
I've read almost everything Brin published and it's not one of those (the one I haven't actually finished is The Postman, and I know about the plot to be sure that isn't it either).
I've only read a couple of Varley novels, so that's plausible.

Could be, but I don't think so... The flag thing is just a minor incident in the plot but it's the only thing I remember.
Definitely sounds like something from Varley's "Eight Worlds" books-- I wouldn't necessarily call them a series.
