Can you weld chrome plate lugs with a HF Fluxcore? Being recessed is another issue for trying that.

I have fought these before. What I did was grind down the outside lip of the lug so the rotating sleeve could be slid off, then pounded on the closest sized socket on to the remaining lug to remove. Once you have a socket on there, use an impact and let it spin/slip. The heat generated will expand the lug until it catches and spins off the stud.
Alternatively, a trip to the dealer where they have a master key set will work.

You might have to chip some chrome off with a chiesel to strike an arc, but it should work.
It's too many stories like this that motivated me to replace the locking lugnuts on my new-to-me truck with regular hex lugnuts. They don't match the OE in length, but they're the same across the flats.
My understanding from reading (you've been warned) about welding on chrome plated tubing is that you can, but it will damage the plating. I don't expect that would upset you much as you likely want to see those locking lugnuts die in a fire anyway.
Yeah, welding through chrome with a HF flux core welder is no problem. However, everyone needs a Mossberg 500 or 590.
I ended up running to the local dealer. They destroyed one of their wrenches in the process.
Replaced all 4 locking wheel lugs with standard. cost? $0.
Guess not all dealerships are bad.
Need to convince the wife for the Mossberg.

I replaced all those things with factory standard lugs on my cars. Not cheap at like ten bucks a pop or better for a Lexus, but well worth it to me.
Show her the prices for the 590 and then tell her you're saving money by getting an 870 instead.

Call around to you local tire shops and see if any of them have a master key set. The Big-O Tires local me has one with close to 100 different keys. They charge a small fee to remove them. Pretty awesome stuff.

As stupid as this sounds, the safety placement of the 500 was the deciding factor in my purchase of a 20ga 500. It's idiot proof.

Turbo sockets. These are the female version of the easy-out.
The ID of the socket is spiral shaped with aggressive "threads" that are such than when you turn it counterclockwise, the socket screws itself onto the lugnut. These threads are tapered with them getting smaller deeper into the socket. Pricey $$$$ though.
