You say you know who the perp is... have you tried stealing their identity to buy a smartphone where you can run searches and post things that will definitely get the attention of the FBI, TSA and whatnot? Just be sure to spoof the location (Settings-> Developer Options->Allow Mock Location) so they show up to swat the right house ;)
You obviously shouldn't do that... (I do need to say that though in this weird climate where it happens and people get shot) but perhaps some other ideas about how to get the feds to take a closer look that are just clever and not a felony might occur to you if you think along those lines.Happy plotting!
