wtf.... it said no one even called 911 in the article.

The news report I read indicated that city officials claimed in a news conference that there were four 911 calls within a minute of the accident and paramedics were on scene only minutes later.

None of that mitigates the unbelievable callousness required to drive by a bleeding man lying in the road.

As for Hartford, I don't have many nice things to say. Used to live in the suburbs and Mrs. BDT worked downtown. She was regularly harrassed and accosted by various low-life and scum on her short walk from the office to her car. Couldn't go outside and sit in the park for lunch, etc. There are probably worse places but none come immediately to mind.

There is a psycho/social phenomenon that, the more people witness something horrible happening, the less likely that someone will try to help out. Basically, everyone stands around figuring "someone else" will help, and no one does.

Interesting cultural juxtaposition: when I nearly drove off a cliff in St. Thomas USVI, while the car was hanging over the edge, someone ran over to pull me out within 30 seconds. Two cars pulled over and the people started directing traffic. Everyone who drive by stopped and asked if everyone was okay.

Thats actually true. years ago, a guy beat a woman so severly after a traffic accident, she jumped off a bridge to escape him and drowned. It was in the middle of the day and a group had gathered around and watched, while no one helped her.

A socialogist conducted several experiments that would duplicate an emergency situation with a group of folks and then with a single person. The end result was in the group peaple would at least hesitate and often do nothing, and the single person would often act.

Just recently though, 20/20 showed did another sitation involving stealing a wallet or purse in a group setting in a bar, and what was interesting is that women would act first as they were bolstered by the presense of others. But across the board, once one person acted, other moved.

One of the primary things they teach us in all aspects of military training in take action. Regradless of rank, you direct peaple, give instructions and get peaple moving.
