You need to define your context. If you're talking about a Civic, Corolla, etc...yes, it's brakes. If you're talking Maserati BiTurbo, then the correct term is "It breaks".

Someone one here explained some sort of regional origin of "need fixed" ("need _ _ _ _ed" in general) that was supposed to make some kind of sense. It still grates on my nerves.
"To be" ( _ _ed) or not "to be", that is the question. And the damned phrase doesn't parse without "to be", so use it!

On the other hand, if people actually paid some attention to use of language, we might have a modern Shakespeare or Wilde as popular writers, and not just pot jokes, wiener jokes, and awkward situations as the height of comedy.
This is just another reason we can't have nice things.
