I don't mind that it's -4 this morning in Portland, I do mind I picked this time of year to house break a dog.
My son is in school near Bangor, it was -20 this morning, that's cold!
Thanks for reminding me of one of the reasons that I tolerate California. It's been damn cold lately - low 40s at night.
I have a friend that moved from here to New Orleans and she had 8" of snow. THAT is unusual. I lived there a year and visited many times, one year it snowed about .5" and people abandoned their cars on I-10 in all 4 lanes.
No plows, no salt, above ground water pipes.

In Maryland it hasn't been cold enough, long enough to freeze the bay over. So that is a good thing.
I miss living in my college dorm in central PA around this time of year. 3 AM on a night like that, with snow blowing around--because it's the mountains, and so it's extra windy--would have been a really good night for some drunk idiot to pull the fire alarm and wake everybody up. For the fifth night in a row. Minutes later, I'd be standing outside in the cold, in my shorts and a t-shirt and no shoes, for 25 minutes while they checked the building to make sure it wasn't on fire. Then we could go back in--nope... the alarm started going off again. Everybody back out to the street!

If you live here all your life it's what you know, so it's not that big a deal. We don't get that many subzero days in an average winter anyway. A few months of cold weather is more attractive than the extreme heat and humidity for the majority of the year in southern states.
One thing about Minnesota is we don't get as many bugs and creepy crawly creatures - no giant flying cockroaches, termites, black widow spiders, lizards and so on. Extended cold snaps tend to kill emerald ash borer beetles, too. (unfortunately, mosquitos aren't affected, no matter what we get them in abundance every summer.)
It was -19F this time yesterday morning, it's +19F now with a high of +29F forecast later today.

That's more snow than we have seen on Omaha all winter so far. What a crazy weather year!
Parts of Louisiana got over a foot of snow.
There was a guy playing hockey in the streets of New Orleans.

I saw a video last night about the cold in the South and they mused about how many cars down there don't run antifreeze... That could be interesting...
Here in Philly it's cold - mid teens - but it is late January... so not really unusual.
-20 (temperature,not wind chill) at my house here in the mountains on Monday night, which is unusual. Threw another log on the fire, made some hot chocolate and knew it would pass, last night only went down to +10, which is normal for this time of year. When I retired here 25 years ago from the southern New Mexico desert, my friends wanted to know how I would deal with the snow and cold. I told them I'd rather shovel snow off my deck in the sunshine at +20 a few times a year than mow the lawn every week at 100 degrees, and I was right. To each their own.
There's been nothing for the snow removal folks to invoice for here in Iowa so far this wi winter.
Seeing updates from our guy as he took his truck and plow down to Louisiana to make some money-- he's been clearing the parking lots at Lowe's stores down south.

A Navy friend from New Orleans moved to Deming NM years ago. One winter he sent me a photo of snow on his property in the desert, while Dayton OH I still had green grass.

I have lived in a bunch of places with various weather extremes.
To answer your question, to the extent they care at all, people live where they do for the flip side of the coin. There is always a season where "my weather+environment+geography is better than your weather/+environment+geography".
I will take Southern Ontario's need for winter heaters over Florida's need for AC any time.

You're exactly right. Most people don't understand that humidity levels make you feel colder than you'd expect, just like humidity makes hot weather feel hotter. The humidity level here right now is 92%.
And yes, there are people down here without heat at all. And we aren't prepared for the cold weather. Except dress pants and suits, I only own one pair of pants lol.

Here's my problem. When I moved down here I was jokingly smack-talking with my Michigan friends saying "I'll never say it's cold. I'm never wearing pants again. I can't wait to hit the beach in January" and stuff like that.
Now they ask me how's the weather and I have to avoid it "I'm going through a tunnel now" (in Florida lol). But yeah, it was in the low 50s this morning and rain. It sucks.
The biggest sucky thing is when I get my electric bill for the heat running for a few days.

I always enjoy teasing people in the south who get snowed on, but I guarantee I am less badly affected by -30 and a couple of feet of snow, than Atlanta or Tampa with a couple of degrees below freezing and two inches of snow.
Ther worst thing is that orange juice is going to get more expensive. A few degrees of frost for a couple of days is hard on oranges...
Edit for a story: 30 years ago, a situation arose with friends where we could stay for a week in Edinburgh, Scotland, in February. Overnight lows were -5C, and I have never been so cold in my life. Damp sea air. Modern European central heating. Stone houses with an R value of -3. Grey skies. I hated it. Way colder than -25 and sunny.
