Our 3 year old sets the table and has to clean up her toys at the end of the day before bed.. Sometimes she feeds the dogs, but we don't hold her to that yet. We're working on other stuff slowly.
We haven't done an allowance yet, but we have a sticker chart that has 3 things for each day: Doing a good job at dinner, pick up, and getting ready for bed. If she can do those three things without any problems, she gets an extra story at bed time, no matter how late it is. If she gets a whole week filled out, she get some extra-special activity.
My kids were 2-3 before we started paying them to do above and beyond tasks. We started with folding rags, socks, and pants.
Chores like making your bed and picking up your toys are expected with no pay.

My oldest (autistic 9 year old) has dishes, laundry pick up and put away and take the trash out the little (soon to be 6) has to clear table, pick up and put away his clothes and put the trash bag in after his brother takes out the bag and follow with any plastic bottles or boxes.
