Well said, I make drug runs all the time pick up stop around the corner from the house, passenger gets out, goes in the house for a few minutes, and then back home. The dealers and buyers are super cautious about horns and cars sitting in front of the house. The people selling don't have gang/mob connections, maybe a few friends that are close at most. Maybe in big gang cities it's different, chances are if this even is a drug house (which I doubt) it's just a headless blunder of an operation.
Tuna55 have you asked if this neighbor car pools, maybe a 3rd shift job or something? My neighbors have someone pull up every day a little before sun up and start laying on the horn. They aren't drug dealers, it's a little old lady going to dialysis, the person that drives her is just a A-hole

The guy honking and sitting in the driveway the other night. He's an idiot. /whispering/ he was drunk /whispering/.
[his wife] said you were going to call the police if they did it again, go ahead, they deserve it. I am not sure when I am going to get this lawn mowed, with all of this rain.

Maybe. maybe not.
Has anybody else shown up at his house doing shady stuff? If this is an isolated incident, I'd be inclined to believe the guy.

I'll see a car doing something screwy once or twice a week usually. Never this screwy, though. If the guy was drunk, it makes sense. I dunno - seems like a good guy.
"go ahead and call the cops" means he's either betting you won't do it or he isn't afraid of what the cops will find when they knock on the door when they arrive after the drunk horn-blower has already weaved his way down the road.
i'd be inclined to believe him, but i'd also keep my eyes open. sounds like that's your plan too.

Just because E36 M3 can go weird ina hurry, document all of your interactions with him (and his wife) as well as the comings and goings of strangers. You never know when he might decide to turn the tables and call the cops on you claiming the very activity you are discussing is happening at your house. Documentation will help your case, just in case.
As the "friendly neighbor" you may want to ask him if he has seen the cops patrolling the neighborhood more frequently (like you have...wink wink), and ask him if he knows why. "Strange they keep coming around....see them all the time"--- wonder if they are looking for someone......"
Then call the cops, and let them know they should be on the lookout for strange things happening next door. Chances are they won't do much, but they may drive by a few times a day.
I wouldn't scare yourself too much--- doesn't sound like a violent situation-- probably a small-time dealer trying to make a buck.
Cops here will ask your name and phone number when you call in like that.
