This tub drain is leaking from the joint between the drain shutoff and the cast iron. It is not a very tall tub.
Is it because the water was filled above the drain shutoff/overflow drain? I assumed this shutoff was capable of being submerged.

I would prefer to fix this once even if the fix is behavioral.

Yes, it is. On some fixtures there was actually a spill channel (?) that let water that high drain into the tub drain.

And maybe there is supposed to be a gasket between the chrome part and the tub and also a gasket between the pipe and the tub like this.

It's definitely the drain stopper lever AND an overflow drain assembly. I suspect the gasket and bolts weren't tightened quite enough. Contractor who gutted and remodeled the bathroom last year has already been here and will make things right. Quite refreshing.
