So I'm looking at Plan B for grabbing this Vintage Air setup  and trying to figure out if I can just pick it up and come back home  (Illinois) without being in violation of the order.  Insight from someone local with a better understanding of the order would be very helpful, as my first couple searches spun me around in my interpretation of it.   There are mentions of traveling "for business" and traveling through the state, but I haven't found anything for my exact situation yet.

Please no Flounders, or opinions of whether I could "get away with it", as I really want to know what the letter and intent of the order are telling me to do in my exact situation.

Would depend on your state requirements for travel and quarantine. I'm in VT. Any leisure travel to a county with a Covid rate above a certain number means quarantine upon return. Many of the counties in NY do not meet the standard for no quarantine. You state should have some kind of website to help you out.

You may have already found it, but this is a link to the State of New York website section that discusses travel restrictions.  https://coronavirus.health.ny.gov/covid-19-travel-advisory It's mostly about New York citizens traveling to other states and not vice versa, but there may be an answer to your question in there someplace.

I believe this is the ultimate answer. 

That being said, based on what I can figure out from this document, I think that you'll be OK if you don't actually interact with anyone in person in NY. If you take the route through PA, that would be really easy - last gas stop in PA, go to pick up the AC, turn around without any other business in NY, and you'd be good to go. That would be more difficult if you take I-86 through NY, just because that is 4 hours in NY. As long as you don't eat, use the bathroom, or visit with people, I don't think that you'll be in violation of it from what I can understand. 

On the Illinois side, I believe that unless you're in the city limits of Chicago, you don't have anything to worry about (and it isn't enforced anyways from what I can tell)

There aren't any issues with the Illinois side.   Even Chicago isn't an issue, as none of the states on my route are on the quarantine list for my state or county.  (Cook County has the same restrictions as Chicago)  

Pennsylvania would be an extra issue to research, as Illinois residents have to quarantine when traveling to PA, so I would also have to sort through their requirements.

If I am allowed to travel through New York as long as I don't interact with anyone, I could fuel up in Conneaut, OH, and then refuel in NY when I grab the A/C.

The requirements of the travel advisory do not apply to any individual passing through designated states for a limited duration (i.e., less than 24 hours) through the course of travel.
 

This doesn't remove me from the order to quarantine, but simply allows New Yorkers to travel through areas that are on the quarantine list to avoid quarantine when they return home. 

 I do believe that may well be the general intent of the order, but I don't see it spelled out.

 

All of the other exceptions are for essential workers, which I would not be in this situation.

If I have time, I will.  I keep my bubble very small (my household of three members), and always have my mask when traveling.

Less road time. Some flights are more costly, some are giveaways these days. Suggesting an alternative, not really better per se. I wasn't sure how long the drive was.

Oooh oooh, I know this one. Coming from Illinois of you were to stay you'd have to quarantine for 14 days before visiting people. Since you're just coming in, picking something up and leaving you can come and go without a problem. The intent is to prevent someone from come in and spreading it here there and everywhere on vacation or a resident going out of state, picking it up then spreading it around town Willy Nilly.

If you keep a small bubble anyway, is quarantine that bad?  I dont know your work situation or anything, but if the fam is ok with it and will make sure you dont run out of TP just rock out at home in your boxers for a couple weeks

NY is the state with the restriction on traveling from Illinois.

Now that you’ve had your answer... question on this, for Wally or anyone else who would know: does the quarantine have to be completed in NY? In this situation, it sounds like Cooter is pretty close to the quarantine requirements as is... except he’s in Illinois,  not NY.

My understanding is that NY doesn't care what you do if you're not staying here. They only require you to quarantine if you've come here from a state with a high infection rate and plan to stay here. For example, if i were to go visit Virginia on my vacation and stay there for more than 24 hours when I returned home I'd be subject to 14 day quarantine on my return. If I didn't intend to stay here, like a truck driver making a pickup or delivery I'd only have to limit my stops here to as few as necessary for the duration of my business here. If you only planned to stay a day or two they wouldn't expect to keep you here to complete 14 days but you could be subject to any restrictions the state you return to has.

The way the order reads, I could have been living in a plastic bubble for 10 years in Illinois, but as soon as I cross the NY state line, I am subject to quarantine.    There just isn't any way to easily prove what I have been doing before I enter NY.   But it is easy to prove I come from a state that has over a 10% rolling average.  If you fly into NY, you are supposed to fill out a form with your contact information and travel plans before you are allowed to leave the airport.

How does NY get anything delivered by truck if the drivers are subject to this?  I say, make your pick-up and leave. Show receipts from stops outside NY within the day.

Truck drivers generally stay with their truck and have little contact with the public so the chance of them spreading it is fairly small and not much of a concern.

That's why I think this would fall under the same carve out. A trucker is going to interact with at least a few people whether its for a DOT mandated time stop, for fuel, food or to pee.  Depending on the location he could get in and out only talking to the person he is picking up from.

That's exactly what he can do, somewhere I have an instruction guide in my email that I had to read a few times when this started.  There are a few exemptions and it mainly serves to keep New Yorkers from going somewhere, picking it up and spreading it. We had a lot of people that wanted to be in Disney on opening day but didn't want to miss two weeks of work when they came back.
