So I bought A 1970 Datsun 1600 roadster, and like most cars of that vintage, there's been some damage from the tin worm. There's one spot that is obviously bad enough to need metal replacement
(...and what lies underneath the repaint could be truly scary)
But a lot of the rust appears to be on the surface, especially at corners and seams.
What is the best way to eliminate this rust?

Sandblast and epoxy primer.
Post a pic when you cut out the dogleg; that looks like it has been patched before and I am dying to see what is underneath the bubbles.
edit:
You can try to improve the odds by soaking in an ospho rust converter as it might seep into the crevices and folds and convert the hidden rust.

Thank you. Is this the correct order of steps?
- Blast to remove paint and rust
- Treat seams with rust converter
- Neutralize and clean
- Prime
Do you think there should be any sealing or welding shut seams after converting the rust they hide?
I'm going to be watching this thread as I have a lot of previously seem welded seams that have gotten Rusty to deal with

No, because the backside of any weld bead is going to be oxidized anyways. This is a case of do the best you can and hope for the best. Epoxy keeps oxygen away and that is the goal here.
