North Bay is a nice area. It will be either expensive, or you'll need to head out into the sticks. Could probably find a nice quiet place nestled int the hills between Sonoma and Santa Rosa.
There is actually quite a lot of blue collar work around these parts. What specifically are you looking for? There is a lot of agriculture, logging, etc. Lots of places use septic, wells, and propane. Lots of opportunities for someone who can keep stuff in good repair.
Really "jobs for a more blue collar kinda guy" is waaay too broad. It depends on what specific skills you want to make use of and what specific area you want to be in. I would hazard to say that most of the jobs from Sonoma on north will be more blue collar. The white collar stuff is down closer to the bay.
I don't know enough about the different school districts down in those parts. I think it's safe to say there is plenty of money, and so will be good jobs.
There are tons of little communities up in the hills and valley's around there. Santa Rosa has been growing, and even parts of Petaluma are getting better, although I couldn't tell you much about schools there.
From what I've heard (a few friends in the industry), jobs tend to be at either the high end (executive, marketing, director level), or kind of near the bottom; with not much in between. The result is that a lot of the entry level employees have little or no growth opportunities and are treated as second class. I'm sure each vineyard has it's quirks.
