Yes I realized that it'd help if I knew the name of the systems.
From what I gather they will play the retro games and have some of the games updated that are preloaded on it like 200- 500 games. It also sounds like it's a bit of a media center and controller to make a TV or monitor a smart TV and handles all the streaming services. In addition it sounds like it has a Linux based PC type abilities. What I'm looking to find out is will it be able to run an operate computer games and downloads from steam. And if it will support the addition of a wheel setup. I'm no hardcore gamer I racing is the only thing I run and it runs on my laptop poorly. Console wise the most recent console I purchased with an Xbox 360 about 4 years after it came out just for Forza. I'm really interested for the retro gaming fun and the nostalgia of it and because if it can be used to manage TV streaming stuff that's a plus but I would really like to be able to play my summer car on it. If that would be doable I'd be willing to pick one up.

I have an Xbox One from a few years ago, mostly for Forza 6 and Star Wars Battlefront. I haven't played a game in a very long time, mostly now it's a Blu-Ray player and just recently put all my apps on it since my 6 year old Sony TV doesn't handle them well (Netflix, Hulu, etc).
I would love to play some old Missile Command and Frogger again.

There's an updated version of Missle Command for phones that's actually quite good.
If you are talking about the supposedly upcoming Atari VCS, it's basically a $299 Raspberry Pi -like machine running a form of Linux in a fancy case, if it even comes out at all. As a gaming nerd, I've been following this thing since it was announced, and it's a mess. Fake prototypes, photoshopped images of "live demos", missed deadlines, empty promises, and more. I'd be surprised if it actually sees an actual retail release. Most, if not all, of the games announced for it are ports from already existing platforms that you could buy right now for only a couple of bucks each. It will have its own proprietary game store, and I'm guessing Steam wouldn't work too well on it, if at all. There are two threads over on AtariAge that go into vast detail about all the issues that have plagued this thing.
Remember, the "Atari" that is selling this is not the Atari of the old 2600/5200/7800/arcade days. This company owns the BRAND and that's it. They have no experience releasing a game console. They do, however, have experience selling $100+ bluetooth-enabled hats with speakers in them.
For my $299, I'd just get one of the new Xbox/Playstation all-digital consoles coming out, a Nintendo Switch, build a RetroPie, or find a used gaming PC. Almost every one of those has multiple Atari game compilations you can buy for $20-under, or you can get your hands dirty and emulate stuff.
I have one of those retro arcade things and the only game I play on it is Super Street Fighter Two. Worth the price of admission.
