So, I wanna preface this saying I am aware this is a long shot. However, I saw an article on this website from 11 years ago I believe where a user was looking for a toy plane from his childhood, but couldn't remember the name. I have that same issue.
This is a toy from about 20 years ago, and is a spinning tire launcher. Think BeyBlade, in a way.
Instead, this toy was a handheld wheel launcher, where you'd load one tire at the front, on the side, spin it backwards, and release it by pressing a button on the handheld launcher.
What's unique about this toy is that it had different creature faces on the rim, such as a zombie, werewolf, ghost etc etc. it also had a different colour rubber tire on each one. You could trade them with friends and so. The hand held launcher it self could hold 2 additional wheels INSIDE the grip.
I'm aware this is a longshot, but this toy is vividly in my mind, and I have no idea what it's called. Any help would be greatly appreciated, as the internet never ceases to amaze me.

So, I am REASONABLY sure the toy you're looking for is called Fly Wheels. Came as a single wheel launcher, had other models available as rapid fire etc. Not finding any with any monster faces on em, but everything else checks out.

In reply to Mndsm :
You have no idea how close to FlyWheels it actually is. Now, if you look at the tires on the Cars below, and how they're all different colours, it's basically like that. It was a good guess, but it wasn't fly wheels. The grip was kinda like a pistol grip. I'm sure they were released in America as well, but we're talking like 2005 I think.

See, there's a clue you left out- NON US toy. That changes the rules.
In reply to Mndsm :
Indeed. I got them when I was in the U.K., but I assumed they were from America. I was like 6 years old when they came out lol.
In reply to No Time :
Nah, it wasn't. But the actual device was around the same size. Like it fit in the palm of your hand. You released it by pressing a button on the top, like you would a cheap lighter.

Never heard of either of these and I'm not seeing anything that holds multiple but
Beyblade zero g
Or infinity nado
So. Upon major amounts of Google Searches, this is the toy I was on about, minus the monster designs. As in, the launcher is the same, the button placement is the same, and the slots in the handle is the same. So far, ive found 2 versions.

Makes sense why I would never have found it. Licensed grocery store fare.
