I replaced a hose bib but the person who placed the hole put it right inline with the mortar joints. As such, the screws predictably didn't hold.

 

Option 1: Drill the hole bigger, make up a thick batch of JB weld or JB stick and shove it in there and use a good exterior wood screw

 

Option 2: Use some super special masonry liquid nails and hope that holds the screw thread.

Option 4: Mega Force

 

Ace Hunter would drill the hole bigger and try to create a cone shape (small hole, large void) to fill with JB Weld. Drill and tap it, should be good.

Option 5- rotate the hose bibb 90*
