i remember a song which may have been called "Hey Cecilia", somewhere roughly 1985 - 1992, vocal style close to Jason and the Scorchers or maybe Burnin House Of Love era X or Georgia Satellites or even Icicle Works (Understanding Jane, not Birds Fly). I honestly have no idea who the band was, they could have been DC area locals or maybe a national act, who knows? it was on a tape a friend gave me, not sure if it was before or after he lived in NOLA for a couple years so it might have been an artist local to the NOLA area. and of course i can't remember too many of the lyrics, only (best i can remember, might not be exact)
hey hey hey Cecilia
hey baby, where you goin'?
hey hey hey hey Cecilia,
hey now, where you been?
my googles are drawing a blank, and it's eating a hole in my work from home brain. help me, please!
Now I want to hear this song. Hopefully someone solves the mystery.
I wonder if it's the cover by TimesTwo?

I actually hunted down their CD back in the day for that song......Then I heard the original and forgot all about it until now.
Or maybe the Shep Pettibone remix......

Yeah, probably not what you're looking for as it's more pop-ish than punkabilly, but it dusted off a long lost memory in my brain.

In reply to the above three suggestions: no, no, and no, but I will admit to missing my launch ramp days.
I read a few years ago there was a website that was designed to help you identify a song if you didn’t know it, the album or artist. I never used it but do recall reading it existed at the time.
Yesterday FB reminded me of my search, and I'm happy to say that Spotify came to my rescue today. The band spelled her name Cecelie, not Cecilia. And now I present to you "Hey Cecelie" by the Wisconsin cow punk band EIEIO:
they had another great song called "Andy Warhol's Dead But I'm Not" that used to get airplay on WHFS back then:

and here's a Spotify station loosely based on this song. So many great bands I remember from that era: Del Lords, Jason and The Scorchers, BoDeans, Rave-Ups, Guadalcanal Diary, Material Issue, Dada, Del Fuegos, etc.

EIEI-O was the license plate that I had on my '64 Chevy C-10 in high school.
Straight six, three-on-the-tree: That thing tried to kill me a hundred different ways, but damn I miss that POS.

I can't say that I've ever heard that song before tonight, but I think I would have liked it enough in 1988 to buy the cassette single.
Not as bad as I expected from the description, but can't say I'm a fan.
Love me some Cow Punk. Definitely a more Northern feel to the genre than the Texas sourced ilk I fell in love with. Here's a little live E-I-E-I-O diddy I ran across.
I'm not... er... nuanced? ... enough to recognize differences in punk... but what defines cow punk?
In reply to 03Panther :
Cow Punk. Forerunners to Roots Rock, Rockabilly.
We're talking cow punk and we haven't mentioned the X or Social Distortion?
Fun fact, I met my wife at a Rose Flores/Blasters show.
In reply to Brett_Murphy (Agent of Chaos) :
They are both very referenced in that article.

I referenced X in my original post. Loved that band!
In reply to hobiercr :
Were they playing American Music?
In reply to AngryCorvair (Forum Supporter) :
Justine oh hell any Dave Alvin or Blasters show.

Cool. Thanks. Took me down quite a rabbit hole. Although it looks like roots rock and psychobilly were the inspiration for cow-punk... and rockabilly predates it by a couple of decades!
Def. not my scene, back then, but I recognize a bunch of names.
