He'd recoup that $100K on the sale of his current house. The $30K in site work won't add a penny to his home's value.
But you're definitely right about the interest (assuming he has a big mortgage)

My mantra for the last couple of days is "let that ship* go"
Are you sure he should raise the yard? Is it the best use of his land as far as the community is concerned? I wouldn't want him to misuse the land he owns, you know like let that yard sit vacant or anything.....
Personally I'd want the wall 100% on his property, that way it's his wall, his problem. If/when he sells, it's that guys wall, that guys problem. If he wants privacy, he can do a fence at the wall, on his side. At that point, take down your fence if it looks dumb with the gap.
Yeah I want nothing to do with maintaining a retaining wall. Even less so for one that wasn't engineered or permitted/inspected.
I know they can be done, but most of the ones I see are falling down.
