I remember a noon gun in Ottawa but never a whistle.
The "fire horns" in my hometown would sound at noon and 6pm every day until the late 90's/early 2000's, and whenever there were fires. I assume that when my town upgraded to E911, they stopped tooting the horns.
Fun fact: when I was a young kid, I thought it was a warning horn for an invasion of monsters, aliens, Soviets, etc and I would run inside and cover my ears. I have zero clue why that would happen, but I outgrew it real fast when I started school.
My town has a prison. One blast, everyday around 5:20pm., means all prisoners accounted for. Three blasts means someone escaped. Many of our baseball parks are near the prison, so I still associate the sound with an evening baseball game.
