I was driving along a state highway. As I left one village, there was a Ram behind me. Un event full for several miles. There was abundant sunshine. Then I noticed he had turned his headlights on. I wondered ,why now. After a few miles the lights went off. Then a few miles later on again and shortly after off. This went on until I tuned off and he continued on.
So I was wondering if he had an electrical problem.
Or was he just messing with me ?
Automatic headlights probably freaking out. Auto wipers will come on in the right light.

Likely the automatic headlights triggered by changing light levels.
Its a gay thing. You just got solicited.
I owned a current generation Ram with auto headlights. They did weird things sometimes. Also, as a former Ram owner, it might be electrical issues too.
Was the hook hand hanging from the side mirror, or was the strangler hiding in your back seat?
Possibility with automatic lights. Brilliant sunshine and then shade back to sun.
Strangler couldn't hide in the back seat of my Fiesta.

The Mini is just odd enough about when it turns the lights on or off that I sometimes wonder whether the person in front of me wonders what I'm doing...
I recently learned that previous 02-08 Rams have berked up headlight control modules with pins in the connectors that will work loose after a few miles. I don't know of similar screwiness on the newer trucks but it's probably possible.

Judging by my in-laws Ram (not a current model), the headlights are entirely ineffective at night, so my guess is the automatic light module likes to turn them on during the day.
In reply to Brian :
No flashing. Never got closer or any other indication.
