I've made more than one with a drill press, old bolt with a smooth shank section, and an afternoon. You need a really tiny drill bit to drill the touchhole, 1/16 is really too big for a 3/16 bore. Something like #60 (0.040") or smaller is what you're after.

A guy I knew in HS made something similar, it was a small galvanized pipe with a removeable screw on cap. He drilled a small hole in the cap so a fuse could go through it. He ran it on firecrackers: unscrew the cap, stick the firecracker fuse through the hole, thread the cap back on. Drop the load (he was using fishing line lead sinkers) down the bore, use a little Kleenex for wadding. It didn't have a stand so he'd prop it on something, hold it down with his tennis shoe and light the fuse. It would fling a sinker a hell of a ways.

concerning making one... it might lead to similar damage... and right now I can't spare monitors or light fixtures... and I don't need to start any fires...
