That would be the best way, except the father of the girl would then go to jail for either battery or even worse, aggravated assault.

Sorry, but there's a big difference between saying "Kung Fu Fighting" and walking beside a disabled girl and mimicking her to humiliate her in public.

Having said that, I actually think that having him walk up and down the street then in front of the school for 12 hours a day rain or shine for a month each with a sandwich board saying " I'm a big man because I can mock a 10 year old disabled girl" would be more effective and cheaper on the taxpayer.

Bad example, since women statistically commit domestic violence just as much if not more than men and rarely go to jail for it, but I get what you're saying.
