I got you covered for both eating and sleeping: http://www.mcmenamins.com/ Good food, great beer and a cool atmosphere. The Kennedy school is in North Portland and is an old school converted into a restaurant/ pub/ hotel, and Edgefield is an old poor house complex with several restaurants, bars, a hotel and golf course. Edgefield is about 15 minutes outside of Portland. I highly recommend it if you can stay outside of Portland proper. I Always make sure to take out of town guests.
I've eaten at both of the above locations, the food is awesome.
Also, try Laurelwood brewing.
If you're into something different, there's a Tiki bar on North Interstate called "The Alibi" the decor is awesome, the food is just pub grub.

What type of food do you like?
What time period are you looking at?
If Oregon, I'd look at The Nines, Heathman or even the Benson. Otherwise there's some decent mid-range places out near PIR in North Portland and throughout the rest of Portland.
Staying near PIR is nice on weekends when there are races as you can hear them (and usually you can spectate for free or nearly free)
Another thought would be The Edgefield just outside of Portland built out of an old Poor Farm, very cool place.
If you like hot wings, there's Fire On The Mountain Buffalo Wings which has three locations (Wing Stop and Buffalo Wild Wings don't count as they are chains)
If you like Pizza, there's Flying Pie Pizza and Guisseppe's
If you like seafood, there's Thien Hong (get the salt and pepper squid, don't question it just do it) Jake's Famous Crawfish, Dan & Louie's Oyster Bar, Salty's Seafood Grill and The Fish Wife
Or you can take a 2 hour drive to the Oregon coast and get it slightly more fresh and visit the beach while you're at it.
Italian: Mama Mia's, Guisseppe's, DiNicola's
Vegan/Vegetarian: Old Wives' Tales, Blossoming Lotus
Hawaiian: Hawaiian Time, NoHo's

Pub food: McMenamins (Edgefield, Kenedy School, etc), Lucky Lab, Hopworks, Roque, Widmer and Henry Weinhard's all have pubs that server their own beers and many others plus pretty decent food.
I'm sure there are others that I and others will think of later.

If you enjoy an English pub, hit the Horse Brass, around SE 47th and Belmont. Comfy, decent food, and massive beer list (though I'll also go out of my way to catch the pot roast or corned beef dinner specials...). Good basic pub grub, and I'm fond of their fish and chips (the chips are usually nothing to write home about, but good beer battered Halibut).
Andina is a nice, somewhat upscale Peruvian place. Great food; try the Mixta Nikkei causa (kind of a tuna and crab sushi salad on a bed of mashed potatoes, but much better and less weird than that description makes it sound )
Pambiche for Cuban food. Tasty!

You have to go/stay at Edgefield, not an option. Also, swing by The Hoppy Brewer in Gresham if you can, they always have lots of very unique beers in bottles and on the tap.
There are lots of places to go in Portland, but there are plenty of places to avoid, namely the Portland downtown :P
I dig the Edgefield; it's a lot of fun to wander the grounds with a pint, and you have your option of basic pub food at a few locations around the grounds, and nicer fare at the Black Rabbit.
One word of warning in case you're in a party mood; the onsite pubs close at eleven! Which is three hours before last call anywhere else in Portland... Not always a problem, but we found this out when a group of us got rooms for a friend's birthday and got a late start and only ended up with time for a couple of pints before we ended up on a beer run to 7-11, which is not what one goes to the Edgefield for...
I've only ever managed to eat at Pine State Biscuits once... The line is usually so long as to be impossible. It's so popular it's one of the very few places immune to the Portland Brunching Hour loophole; that is, weekend brunches are a popular activity in Portland and places get very busy, but not usually 'til close to ten o'clock, or at least after nine.
I've tried for Pine State at I'd swear seven a.m. and been turned away by the line out the door...
But it was awfully good that one time...
This is going to be one of those threads I keep coming back to. I love food, and Portland is a good place to be for folks who like to eat...
Ah, if you do end up downtown, one giant cart pod is around SW 10th and Alder (actually spans a couple of blocks at this point). If you like Polish food, I recommend Euro Dish (yellow cart on the East side of 10th st). Slow, but very tasty...
There's a good Ethiopian cart on the opposite side of the same block, too. Lots of other tasty stuff as well, but those are ones I tend to go to first since I don't get down there that often...
Man, can't believe I forgot about Pambiche. Fail on my part.
There's the Thirsty Lion as well for the best Scotch eggs in Portland, plus live music and English Pub atmosphere.
Horse Brass is awesomesauce.
Muddy Rudder is a fun local pub in SE Portland near the Sellwood bridge.
Hawthorne Fish House is a nice laid back fish place.
Lots of great places to eat in NW Portland in both the "Pearl" and "Nob Hill" districts (basically starting from 10th Ave and Burnside and heading NW)
Finally, depending on when you're in town one or more of the local PDX area folks would likely be available to buy you a pint of your favorite beverage and swap lies :)
Oh, another great place for a splurgy dinner is Veritable Quandary. Deeply awesome food, as long as you're not worrying much about price...
Portland City Grill is also pretty good. I'd say the food at VQ is considerably better, but PCG has the bonus of being on the I-don't-know-what'th-floor of Big Pink (US Bancorp tower), so that can be quite nice for the views if you get a window table.
