The missing quotes for something he attributes to the "board" are quite telling.
Sounds like what's going on in the Vancouver downtown east side.
People who give a damn about property values are buying up the area, cleaning it up and developing it.
As a result, the junkies and other human detritus that choose to live there are protesting the fact the area is being cleaned up and there is nowhere for them to go.
Lots of people seem to be happy with their status quo.

I do have sympathy for older or retired folks on a fixed income that get screwed by property taxes going way up.
I have no sympathy for the homeless or junkies getting bent out of shape because we don't want them sleeping in parks or sidewalks or swatting in boarded up houses when people are trying to make a part of town enjoyable to visit. Long Beach does it with their grand prix and my town does it for a couple events coming to town and the only people up in arms are the 'community activists' and the detritus and morons they represent.

As has already been mentioned on here by other Portlanders, there is a chunk of this issue that is about the way development happens in this town, and it isn't just about race. The other thing that isn't apparent from the article in the link, and may not be apparent to readers in other cities is that Portland is a very white town with a very small black community. Just trying to provide some context...

yeah, and? maybe the black people that don't feel comfortable with their neighborhoods being overrun by white people with disposable income should move to someplace where they will feel more comfortable. i know i would move it i didn't want to live in an area that i thought was being overrun with people i didn't want my children to intermingle with.. i hear Detroit has a lot of affordable housing that they could move into...

That's not unique. I think at least 50% of the population have that ability, and use it on by regular basis.

Both are racist but the title of the article linked in the OP isn't really the problem, it's been rephrased to create flamebait.
The problem is that rich people are moving into a poor area, it just happens that they're of different races in this instance, and the first person to try to make it about race was some blogger. They're having the same problem in San Francisco and it's mostly white people on both sides of it there.
