Reminds me of the Willys-Overland vans before WW II. My father kept a whole fleet of them running through the war. This probably isn't that old.

I don't think it's a Citroen.

Made me put on my thinking cap, but 2 minutes with Google and I nailed it. Austin 101. This is an 'early' version judging by the more V'd windshield. The later ones were more flat:

Not a Citroen, they have corrugated sides. International made a little van similar to that, but that's not it.
