Woodbridge Home Exteriors calls every 2 days to review a (mega high) quote we got in October. Different number and associate each time. Our local branch has a 1.5 star Google review average. Can't block all their numbers and they're not telling each other I'm not interested. I wouldn't use their services even if they sent the This Old House crew to do the work.
Our answer phone message on the landline is "We don't much like scammers, spammers and cold callers. If you don't think you are any of these please leave a message and we'll pick up or call back"
Seems to be reasonably effective and most of our regular contacts get a laugh out of it ...
All the robocalls we get are machine voices trying to talk you into pressing 1, which I assume gets you to a humans scum - er, scammer. It's no fun hurling abuse at the machines, and I've never pressed 1, despite the dire warnings about getting arrested unless I send them money

A lot of the time pressing 1 just gets you to a voice mail box.
