does anyone have any connections at a scrap yard in the salt free zones of the usa, up here in canada , aka the great white north ,they pour salt or liquid calcium all over the roads 6 months a year. anyway we need a rust free tailgate panel for a 92 civic hatchback, we would appreciate if a source could be found used as the only source here is the dealer at $500.00

car-part.com will let you search salvage yards by region. It would be up to the individual yard though whether they will ship or not.

If you're in Thunder Bay, you should know that over in the 'peg they don't seem to salt anything. Last time I was there I saw a 64 Biscayne that needed love but didn't need any new metal. For a Toronto boy, that's just strange. Shipping from Manitoba probably costs less than shipping from Saltville, too.
