POR 15 is a rust preventative finish, what if you already have rust?

I've seen "rust neutralizing" paints, NAPA sells rattle cans of it, also a gallon pot is ~$150.  Worth it?  Does POR 15 turn rust into dust and save your Toyota frame?

POR15 is a rust encapsulator. It seals off the rust and supposedly stops moisture and the atmosphere from continuing to worsen the situation.  It does not remove or lessen the rust in any way. It is a very tough product and extremely difficult to remove so being in the restoration trade I despise the stuff. 

I have sent cars to be acid dipped and if they have POR15 anywhere they return with it still intact. After the acid the POR can be pulled off in a sheet like fruit leather and the panel underneath will still be rusty and nasty so you have to either re-dip the car or cut out the panels. 

It is probably the right product to slap on a frame to get a few more years out of a car in the rust belt. It is the last thing you would want to put on a valuable classic car.

I painted an engine block with POR15 and I removed it in large sheets after it dried.  The block wasn't even scaly, just had post-machining surface rust.

 

The next block I had, I sprayed with rust converter, which converts the surface rust to something else, then used normal paint on top.  Block still looks good years later.

 

I'm less than impressed with POR15.

None.  It had been sitting for a while after being hot tanked, which is why it rusted.  (And why the machine shop had a badass air conditioning system, to keep bare iron and steel from rusting.  I did not have it at the machine shop)

 

Didn't really matter, I found a big crack in the deck after I assembled it, as I was threading the head studs in.  Much frustrage.  Which is why I got to try another method on another block.
