IIRC, Soyuz land landing is a leftover from the Cold War..US capsules landed in water because we had a great Navy..Soviet capsules landed on land because the USSR didn't. Personally, I think the Kazakhs should let the Russians slide on all the "rent" they're asking for. Without Baikonur, K-stan would just be Afghanistan with paved roads.
EDIT: Holy berkeleying E36M#!! Talk about "spam in a can"..no damn wonder they all miss the Shuttle so much. Unpacking the guys from the Soyuz..
